<br />AGREEMENT FOR THE TEMPORARY CLOSURE
<br />OF STATE RIGHT OF WAY
<br />THIS AGREEMENT is made by and between the State of Texas, acting by and through the
<br />Texas Department of Transportation, hereinafter called the "State," and the City
<br />of Paris, a municipal corporation, acting by and through its duly authorized officers,
<br />hereinafter called the "local government."
<br />WITNESSETH
<br />WHEREAS, the State owns and operates a system of highways for public use and benefit,
<br />including HWY 19/24, US 82, and US 271, in Lamar, County; and
<br />WHEREAS, the local government has requested the temporary closure of streets for the
<br />purpose of conducting the 2026 903 Sunset Concert Series, described "Exhibit A," and
<br />hereinafter identified as the "Event," as follows:
<br />1. North Plaza (a one block portion of US 82 between) from 8:00 a.m.-11:59 p.m. on
<br />June 4, 11, 18, and 25, 2026.
<br />2. 1St St. NW between Houston St. and Bonham St. from 12:00 p.m. -11:59 p.m. on June
<br />4, 11, 18, and 25, 2026.
<br />3. Bonham St. (US 82) between West Plaza and 2nd St. NW from 12:00 p.m. -11:59 p.m.
<br />on June 4, 11, 18, and 25, 2026.
<br />4. West Plaza (US 271/St. Hwy 19) between North Plaza to Grand Ave. from 12:00 p.m.
<br />to 11:59 p.m. on June 4, 11, 18, and 25, 2026.
<br />5. South Plaza (Grand Avenue) between West Plaza/1st SE and South Main St. (US 271
<br />N) from 3:00 p.m. to 11:59 p.m. on June 4, 11, 18, and 25, 2026.
<br />6. South Main St./E. Plaza (US 271N) between North Plaza/Bonham St. and Kaufman St.
<br />from 3:00 p.m. to 11:59 p.m. on June 4, 11, 18, and 25, 2026.
<br />7. Clarksville St. (US 271S) between East Plaza/South Main St. and 1St St. SE between
<br />3:00 p.m. to 11:59 p.m. on June 4, 11, 18, and 25, 2026.
<br />WHEREAS, the Event will be located within the local government's incorporated area; and
<br />WHEREAS, the State, in recognition of the public purpose of the Event, wishes to cooperate
<br />with the City so long as the safety and convenience of the traveling public is ensured and that
<br />the closure of the State's right of way will be performed within the State's requirements; and
<br />WHEREAS, on the 27th day of April, 2026, the Paris City Council passed Resolution No.
<br />attached hereto and identified as "Exhibit B," establishing that the Event serves a
<br />public purpose and authorizing the local government to enter into this agreement with the
<br />State; and
<br />WHEREAS, 43 TAC, Section 22.12 establishes the rules and procedures for the temporary
<br />closure of a segment of the State highway system; and
