CERTIFICATE AS TO OFFICIAL STATEMENT THE STATE OF TEXAS COUNTY OF LAMAR CITY OF PARIS I, the undersigned, hereby certify that I am the Mayor of the City of Paris, Texas (the "City"), and I further certify as follows: 1. That this certificate is executed for and on behalf of the City with reference to the issuance of City of Paris, Texas, Tax Notes, Series 2026 (the "Notes"). 2. That in my official capacity, to the best of my knowledge and belief, (a) the descriptions and statements of or pertaining to the City contained in the Official Statement relating to the Notes, and any addenda, supplement or amendment thereto, on the date of the Official Statement, on the date of the sale of the Notes, and on the date of the delivery, were and are trice and correct in all material respects; (b) insofar as the City and its affairs, including its financial affairs, are concerned, the Official Statement did not and does not contain an untrue statement of a material fact or omit to state a material fact required to be stated therein or necessary to make the statements therein, in light of the circumstances under which they were made, not misleading; (c) to the best of my knowledge, insofar as the descriptions and statements, including financial data, of or pertaining to entities, other than the City and its activities, contained in the Official Statement are concerned, such statements and data have been obtained from sources which the City believes to be reliable and the City has no reason to believe that they are untrue in any material respect; and (d) there has been no material adverse change in the financial condition of the City since the date of the last audited financial statements of the City, portions of which appear in the Official Statement.
