ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING THE TRAFFIC CONTROL MAP ADOPTED IN SECTION 11.02.005 OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS TO CONVERT 1sT STREET NE BETWEEN EAST HICKORY STREET AND EAST CENTER STREET FROM TWO-WAY TRAFFIC TO ONE-WAY NORTHBOUND TRAFFIC; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a one block long portion of 1St St. NE between East Hickory St. and East Center St. runs in front of and adjacent to the Boys and Girls Club; and WHEREAS, the aforesaid street is currently marked for two-way traffic; and WHEREAS, the Boys and Girls Club has requested that the City take steps to reduce the speed at which motorists traverse the street in that location; and WHEREAS, the Paris Police Department and the Engineering Department have concluded that changing the traffic pattern from two-way to one-way going North as depicted in Exhibit A hereto will assist in reducing said speeds and will promote public safety and welfare; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved and are incorporated herein for all purposes. Section 2. That the Traffic Control Map of the City of Paris, Texas, as amended, and as adopted in Section 11.02.005 of the Code of Ordinances of the City of Paris, Texas, be, and the same is hereby, further amended to show as follows: "Traffic on 1St St. NE between E. Hickory St. and E. Center St. shall be marked for Northbound one-way traffic." Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict with the provisions of this ordinance are hereby repealed, and all other provisions of the
