Memorandum <br />Agenda Item No. 18 <br />TO: Mayor and City Council <br />Rose Beverly, City Manager <br />FROM: Osei Amo-Mensah, AICP, Director of Planning & Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Nathan Spaulding of Lone Star Planned Development, LLC for a zoning change <br />from Agriculture (A) District to Planned Development (PD) District on LCAD <br />portions of 18904, 109966, 102969, and all of 108321. Legal Description: City <br />of Paris, Block: 351, Lot: 9A and PT of 9, and Block 352, Lot PT of 7, located <br />North and East of the Forestbrook Estates Subdivision. <br />DATE: May 4, 2026 <br />BACKGROUND <br />On Monday, May 4, 2026, the City of Paris Plamiing & Zoning Commission held its regular <br />meeting and deliberated on the zoning change application, where the Commission voted to <br />recommend approval of the item above. <br />The applicant Nathan Spaulding of Lone Star Planned Development, LLC is requesting for a <br />zoning change from Agriculture (A) District to Planned Development (PD) District on various <br />properties to add to the created Forestbrook Estate Subdivision that is currently under <br />construction. These proposed lots for zoning changes are vacant and adjoining to the existing <br />Planned Development (PD) to the north and east. Applicant's goal is to expand the ongoing <br />Planned Development (PD) project. Furthermore, on this Agenda (Items 6) there is an application <br />for a Comprehensive Plan Amendment to also revise the Future Land Use Map from Medium <br />Density Residential (MDR) to High Density Residential (HDR) on LCAD portions of 18904, <br />109966, and all of 108321 and from Low Density Residential (LDR) to Commercial (C) on Tract <br />A of LCAD 102969 Legal Description: City of Paris, Block: 351, Lot: 9A and PT of 9, and Block <br />352, Lot PT of 7, of the said properties located North and East of the Forestbrook Estates <br />Subdivision. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate buffer must be provided to the south and west portions of adjacent <br />residential zoning districts to minimize incompatible uses between residential and commercial <br />uses, probably due to noise or nuisance. <br />ISSUE: <br />
