MINUTES OF THE HOUSING AUTHORITY OF THE CITY OF PARIS, TEXAS BOARD OF COMMISSIONERS MEETING September 30, 2025 The Housing Authority of the City of Paris, Texas Board of Commissioners met for a REGULAR BOARD MEETING at 4:00 P.M. on Tuesday, September 30, 2025, at the Housing Authority of the City of Paris, Texas, 650 7th SW — Office, Conference Room, Paris, Texas 75460. Present: Board Members: City Representatives: None Housing Authority Employees Other: Absent: Steve Smith, Vice -Chairman Allan Hubbard, Commissioner Stacy Ladell, Commissioner Stacia Waters, Executive Director/Secretary Pam Adams, Financial Director Joyce Fields Jenny Wilson, Chairman Bill Harmon, Resident Commissioner Call Meeting to Order: Steve Smith, Vice- Chairman of the Board of Commissioners, called the meeting to order at 4:22 p.m. 2. Establish Quorum: Vice -Chairman Smith dispensed with the roll call and stated the sign -in sheet (Attachment #1) would be maintained as the official record of attendance for the meeting. The sign - in sheet reflects that the above Board of Commissioners and community members were in attendance and that a quorum was present to conduct business. 3. Citizens' Forum: Ms. Joyce Fields addressed the Board regarding receiving Notice of Terminations and Late Charges when rent is not paid by the 10th of the month. 4. Approve Minutes from the meeting of August 26, 2025. A Motion to approve this item was made by Commissioner Hubbard and seconded by Commissioner Ladell. Motion carried, 3 ayes — 0 nays. 5. The ED presented the Revised Section 8 Monthly Reimbursement to the PHA for approval. Commissioner Hubbard made a motion approve, and it was seconded by Commissioner Ladell Motion carried, 3 ayes — 0 nays 6. The ED advised the Board that the Budget would need to be revised to take into account the new Reimbursement amount from the Section 8 Program. Commissioner Ladell made a motion approve, and it was seconded by Commissioner Hubbard Motion carried, 3 ayes — 0 nays 7. Executive Directors Report: ED presented Directors Report to the Board of Commissioners A. Occupancy Report: Demographic Reports were presented to the Board of Commissioners, broken down by each site.
