Discuss, continue the public hearing and act on an Ordinance considering the petition of James O'Bryan, DVM for a zoning change from a Single -Family Dwelling (SF -2) District to a General Retail (GR) District with a Specific Use Permit (SUP) for Veterinary Clinic - Large Animals (LCAD 13152), Mayer Addition, Block 8, Lots 1 & 2, 3147 Bonham St. (a motion to remove this item from the tahle) 9. Receive presentation from NewGen about the 2026 Water & Wastewater Cost of Service Study. 10. Discuss and act on a Resolution requesting financial participation from the Texas Water Development Board; authorizing the filing of an application for financial participating; and making certain findings in connection therewith. 11. Discuss and act on a Resolution approving a residential tax abatement and economic development agreement with M & R Texas Holding, LLC as a part of the 5 in 5 Housing Infill Redevelopment Program for property located at 117 N.W. 91h St., 940 Conner St., 609 E. Garrett St., 951 N.E. 7" St., Block 74 -D -Lot') -3rd St., 358 N.W. 4th St., Maxey Addition Block 6 Lot 1 (unaddressed), 945 W. Cherry St., and 653 N.W. 4th St. 12. Receive nominations for the vacant seat of City Council District Two, discuss and schedule a meeting for interviews. 13. Receive presentation from Steve Marriott about the April monthly financial report. 14. Receive update from Engineering Manager Steve Hodges about the First Street Project. 15. Receive presentation from the IT Department about projects. 16. Convene into executive session pursuant to: A. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information the governmental body has received from a business prospect the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect prescribed by Subdivision (1), as follows: Project Blue Fire B. Section 551.072 of the Texas Government Code, to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person. 17. Convene into open session and possibly take action on those matters discussed in executive session. 18. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081.
