Mayor Pankaj <br />agreed. Mayor Pro -Tern Savage added that the ten -lot maximum was fair because it prevented <br />one person or entity from purchasing all eligible lots. Ms. Harris clarified that the proposed <br />waiver would apply only to privately owned property and not to trustee lots. <br />Mr. Amo-Mensah suggested requirement of some type of bond, to which Ms. Harris <br />responded it might be worth exploring. Following additional discussion, Ms. Harris stated she <br />would bring options back to Council for consideration regarding the first request to waive the <br />maximum of ten dwelling units per agreement when privately owned property is involved. <br />Council Members agreed to keep the existing 80% completion requirement in place. <br />I= <br />City Planner Osei Amo-Mensah explained that the City had issues with some of the lots <br />in the 5 in 5 program not currently being zoned for residential development that were trustee <br />lots. He inquired if they were to leave the lots empty and unusable. Council Member Norment <br />asked if the lots could be rezone individually or all at one time. Mr. Amo-Mensah said the City <br />could initiate zoning changes on a case-by-case or groups. Ms. Harris said the guidelines would <br />need to be amended. Council Member Norment asked if there were any incentives available for <br />commercial properties. Ms. Harris said no, but that staff could come up with something. <br />5. Discuss water billing staffing. <br />Ms. Beverly said there were not enough staff in water billing to have good customer <br />service. Mr. Smith added that Jon McFadden had set up email explaining this and it was going <br />well. Ms. Beverly said she would like to hire a customer service rep. Mayor Pro -Tem Savaged <br />wanted to know about the workload of public works and Mr. Smith said it was ok. It was the <br />consensus of City Council for Ms. Beverly to hire a customer service rep. <br />mffl�� <br />Ms. Beverly stated that she was in interested in holding district meetings to hear what the <br />citizens have to say. She said these meetings would be per district and would not allow for a <br />quorum of the Council. PR Officer Jon McFadden stated they could do ticketed events, both <br />face-to-face and on-line but only for persons residing in that district. Council Member Norment <br />said there were too many kinks online and she would rather not do it that way. <br />
