MINUTES OF THE CITY COUNCIL WORKSHOP <br />OF THE CITY OF PARIS, TEXAS <br />June 26, 2026 <br />The City Council of the City of Paris met for a special meeting at 3:30 p.m. on Friday, <br />June 26, 2026, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Stacy Ladell, Rebecca Norment, Alix Putnam & <br />Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Stephanie Harris, <br />City Attorney; Skylar Unger, Deputy City Clerk; <br />M.A. Smith, Chief Operating Officer; Steve <br />Marriott, Finance Director <br />The matters to be discussed are: <br />Call meeting to order. <br />Mayor Pankaj called the meeting to order at 3:36 p.m. <br />2. Receive Financial Forecasting Presentation. <br />Matthew Garrett with NewGen explained that NewGen was retained to develop a five- <br />year General Fund forecasting model and with City leadership guidance, they developed a model <br />to be used in FY 2027 planning. (See Exhibit "A" attached). <br />Shane Howard with Engage Solutions Group gave a City Council briefing that included, <br />"How We Got Here & Where We Can Go — A Decade of Values, Budgets & Tax Rates." (See <br />Exhibit "B" attached). <br />3.
