cRESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, APPOINTING TIM DEWITT TO FILL THE CITY COUNCIL <br />VACANCY IN DISTRICT TWO AND TO SERVE AS COUNCIL PERSON <br />FOR DISTRICT TWO UNTIL THE MAY 2028 GENERAL ELECTION; <br />DECLARING THE TERMS OF OFFICE FOR THE AFORESAID <br />CANDIDATE; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE <br />DATE. <br />WHEREAS, on January 26, 2026, the City Council ordered the regular municipal <br />election for Districts 1,2, 3 & 6 of the City of Paris for the purpose of electing City <br />Council Members from said Districts; and, <br />WHEREAS, on February 18, 2026, the City Clerk certified in writing that the <br />candidates for election were unopposed and on February 23, 2026, the City Council <br />declared City Council Members for Districts 1, 2, 3 & 6 be declared to office and that no <br />election should be held in those Districts; and, <br />WHEREAS, on February 23, 2026, the City Council of the City of Paris, Texas, <br />by Ordinance No. 2026-003 did, pursuant to the authority granted in the Texas Election <br />Code Section 2.053, deem it appropriate that the candidates for election as City Council <br />Members for Districts 1, 2, 3, and 6 be declared elected to office and that no election <br />should be held in those Districts; and, <br />WHEREAS, on April 19, 2026, City Council Member for District 2, Mickey Ellis, <br />resigned effective May 11, 2026, leaving a vacant seat; and, <br />WHEREAS, Mr. Ellis' term was due to expire in May of 2028, thereby creating a <br />vacancy on the membership of the City Council in District 2; and, <br />WHEREAS, the Home Rule Charter of the City of Paris, Texas provides in <br />Section 20 that a vacancy on the Council shall be filled by a majority vote of the <br />remaining members of the Council by selection of a person possessing the <br />qualifications required by said Charter and State Law; and <br />WHEREAS, three (3) candidates applied for the appointment of Council Seat for <br />District 2; and <br />WHEREAS, after considering the qualifications of the candidates, on July 20, <br />2026, the City Council found it to be in the best interest of the people of District 2 and <br />the City as a whole to appoint Tim DeWitt to serve out the District 2 seat's unexpired <br />term ending May of 2028; and <br />
