WHEREAS, the Planning and Zoning Commission received a request for an <br />amendment to the Zoning Ordinance of the City of Paris so as to change the zoning <br />from a General Retail District (GR) to a General Retail District (GR) with a Specific Use <br />Permit (SUP) for a Tattoo Shop on LCAD Parcel No. 39586, City of Paris Block 315, Lot <br />1-C, located at 3701 Lamar Ave.; and, <br />WHEREAS, on July 9, 2026 following notice and publication as required by law, <br />the Planning and Zoning Commission conducted a public hearing on the proposed <br />amendment to the City Zoning Ordinance for a Specific Use Permit (SUP) for a Tattoo <br />Shop in a General Retail (GR) Zoning District and, following said hearing, made formal <br />recommendation to the City Council to approve the requested specific use permit <br />subject to the following conditions: <br />1. The property shall conform to Special Use Permit regulations under <br />General Retail District (GR) <br />2. The Specific Use Permit shall expire upon cessation of Tattoo Shop <br />business use by occupant or the fifth (5t") anniversary of the date of <br />this ordinance, whichever occurs first. <br />3. Business operations shall follow the regulations and codes under the <br />Certificate of Occupancy issued by Building Department. <br />WHEREAS, on July 27, 2026 following notice and publication as required by law, <br />the City Council of the City of Paris conducted a public hearing on the proposed <br />amendment to the City Zoning Ordinance, and having considered the recommendations <br />of the Planning and Zoning Commission and the testimony and evidence introduced at <br />said public hearing, found and determined that approving the aforesaid specific use <br />permit with the stated conditions would be consistent with the Comprehensive Future <br />Land Use Plan of the City of Paris, consistent with the City Zoning Ordinance, and in the <br />best interests of the public health, safety, and welfare of the citizens of the City of Paris <br />by a vote of 5 ayes and 0 nays. <br />
