MINUTES OF THE CITY COUNCIL WORKSHOP <br />OF THE CITY OF PARIS, TEXAS <br />July 27, 2026 <br />The City Council of the City of Paris met for a special meeting at 4:00 p.m. on Monday, <br />July 27, 2026, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. <br />Present <br />Absent <br />Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Stacy Ladell & Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Stephanie Harris, <br />City Attorney; Janice Ellis, City Clerk; M.A. <br />Smith, Chief Operating Officer; Steve Marriott, <br />Finance Director; Rich Salter, Police Chief, <br />Thomas McMonigle, Fire Chief; Danny Rowell, <br />Public Utilities Director; Connie Lawman, Library <br />Director, Celso Arietta, IT Manager & Myra <br />Rogers, Assistant Finance Director <br />Council Member: <br />The matters to be discussed are: <br />Call meeting to order. <br />Rebecca Norment & Alix Putnam <br />Mayor Pankaj called the meeting to order at 4:16 p.m. <br />2. Discuss the proposed 2026-27 FY budget; and provide direction to Staff. <br />Assistant Finance Director Myra Rogers said the proposed budget was filed with the City <br />Clerk on July 24th. She reviewed the budget, specifically revenue and expenditure sides, and <br />emphasized that this year the City would be going into reserves to operate.
