(i) Transport components. Wheels, axles, towing hitches, tongues, drawbars, and similar <br />transport components shall be removed or fully concealed before final approval, except <br />when required to remain under the manufacturer's approved installation instructions or <br />applicable law. <br />(j) Exterior features and access. The home shall have residential exterior siding and roofing, <br />finished exterior trim, and permanently installed landings, stairs, guards, and handrails <br />where required by adopted codes. <br />(k) Additions and accessory structures. A porch, deck, landing, carport, garage, room addition, <br />patio cover, or accessory structure shall comply with applicable zoning and construction <br />regulations and shall be independently supported unless attachment to the manufactured <br />home is authorized by the manufacturer and applicable federal or state law. <br />(1) Parking. At least two off-street parking spaces shall be provided for each individual HUD - <br />code manufactured home. <br />(m) Address, utilities, and occupancy. The home shall have an official City address and <br />approved utility connections. The home shall not be occupied until required documentation <br />has been accepted, required inspections have been approved, parking and foundation <br />enclosure are complete, and the City has issued a certificate of occupancy. <br />(n) Review period. An application to install a new HUD -code manufactured home for use as a <br />dwelling is considered granted unless the City denies the application in writing and states <br />the reason for denial not later than the forty-fifth day after the date the application is <br />received, as provided by Texas Occupations Code Section 1201.008. <br />(o) Mobile homes. A mobile home constructed before June 15, 1976, shall not be newly placed, <br />relocated into, or relocated within the City. A mobile home lawfully located within the City <br />before the applicable prohibition may remain as a legal nonconforming use or structure <br />subject to the nonconforming -use, property -maintenance, unsafe -structure, and nuisance <br />regulations of the City. <br />SECTION 7. Existing Manufactured Home Park, Subdivision, and Special -Vehicle <br />Regulations Preserved. <br />(a) Except for the amendment to Section 4.08.003 expressly made by Section 6 of this <br />Ordinance, Chapter 4, Article 4.08 remains unchanged. <br />(b) Division 2, "Recreational Vehicles, Trailers and Other Special Vehicles," including Sections <br />4.08.031 through 4.08.034, is not repealed or amended by this Ordinance. <br />(c) Division 3, "Manufactured Home Parks," including Sections 4.08.061 through 4.08.109, is not <br />repealed or amended by this Ordinance. <br />SECTION 8. Administration. <br />(a) The City Planner shall administer zoning and Land Use Matrix determinations under this <br />Ordinance. <br />
