<br />crown molding proposed. The commissioners agreed that a 1 x 10 <br />with a border on the top and bottom would be fine. Paul Denney <br />explained how a quarter round molding could be used. Chairman <br />Starrett asked commissioners about their thoughts since the brick <br />planter is not the original brick and since the original brick is already <br />painted. The Commission supported the move. Chairman Starrett <br />stated that the guidelines for the commercial district are pretty overt in <br />that masonry is not to be painted, brick especially; however, the <br />existing brick is already painted, and the planter is nowhere near being <br />a part of the original building. Motion was made by Barbara Wilson to <br />approve the certificate with the changes noted, seconded by Paul <br />Denney. Motion carried 6-0. <br /> <br />4. Discussion of the Secretary of the Interior's Standards for the Treatment of <br />Historic Properties (Section 7-157(b) of the Historic Preservation Ordinance). <br />Chairman Starrett stated that this item-the 10 points from the SOl Standards <br />on the Treatment of Historic Properties-was added after Lisa's handout at the <br />last meeting. Chairman Starrett stated that there is a need to get back to the <br />roots and be reminded of what the ordinance requires with regard to <br />standards that are being enforced and generally, in addition to, any specific <br />design guidelines. Chairman Starrett stated that the 10 points are "our bible" <br />as it were, as we deal with the public in the work on their properties. <br />Chairman Starrett read the 10 points below and lead in the point-by-point <br />discussion: <br /> <br />Sec. 7-157. Certificates of appropriateness. <br /> <br />(a) Standards for certificates of appropriateness. The commission shall <br />follow the United States Secretary of the Interior's formal written Standards <br />for the Rehabilitation of Historic Buildings in its consideration of all <br />applications for certificates of appropriateness. These standards shall be <br />made available to owners and tenants of property designated as historic. <br /> <br />(b) Criteria for approval. In considering an application for a certificate of <br />appropriateness, the commission shall be guided by any adopted design <br />guideline, and where applicable, the secretary of the Interior's Standards for <br />Rehabilitation. Any adopted design guideline and the Standards for <br />Rehabilitation shall be made available to the property owners of historic <br />landmarks or within historic districts. <br /> <br />(1) Every reasonable effort shall be made to adapt the property in a <br />manner that requires minimal alteration of the building, structure, <br />object, or site and its environment. <br /> <br />(2) The distinguishing original qualities or character of a building, <br />
