This commission has <br />approved a certain set of design guidelines for the Downtown District. <br />The intention is to use this grant money to develop further the <br />downtown guidelines and hopefully the Church Street guidelines at the <br />same time for both districts that will be much more interpretive than the <br />guidelines that this body has previously approved. That is why we have <br />intentionally not gone to the Council for adoption of those guidelines. <br />We are using the guidelines as approved but they have not replaced the <br />SOl Standards so far as the work because they are still in development. <br /> <br />Mrs. Wilson asked, going back to Item 6, whether or not a change <br />should be made, possibly where it says "other visual qualities" would <br />qualify for substitution of material that had the same visual result. <br />Chari man Starrett advised that the Commission could not make <br />changes to the 10 points, but it can make a provision in the guidelines <br />which is a separate document. Overt communication is difficult until <br />guidelines are in a manner that can be handed out. Part of the <br />interpretation has to take place in the HPO's office. Lisa Wright <br />advised the Commission that she regularly tells applicants they are <br />allowed to use modern materials as long as they mimic the historic <br />look. <br /> <br />Mrs. Wilson stated that the guideline from the roofing page would not <br />answer questions for somebody that is getting ready to replace a roof. <br />They still have to deal with the appropriateness of the design and style <br />and of what is going on in the neighborhood. If they get the page on <br />the accepted roofs that would give them misinformation. We need to <br />make sure we will be giving them everything they need. Chairman <br />Starrett stated that, if they are given the 10 points directly from the <br />ordinance, he thought it would be appropriate. He gave an example of <br />repairs to the Holy Cross Church-if they have a problem with the green <br />tile roof and decide to install a V crimp metal roof, the material would <br />be an approved material but yet it would be an inappropriate usage. <br /> <br />Chairman Starrett continued reading: <br /> <br />(7) The surface cleaning of structures shall be undertaken with the <br />gentlest means possible. Sandblasting and other cleaning methods that <br />will damage the historic building materials shall not be undertaken. <br /> <br />(8) Every reasonable effort shall be made to protect and preserve <br />archaeological resources affected by or adjacent to any project. <br /> <br />(9) Contemporary design for alterations and additions to existing <br />properties shall not be discouraged when such alterations and <br /> <br />'1" <br />
