<br />City of Paris Historic Resources Survey <br />Update -- 2004 Phase 2 <br /> <br />Proposal for Services <br /> <br />Statement of Purpose: <br />The City of Paris wishes to conduct a new phase of the citis Historic Resources Survey to expand <br />and update information collected in the 1985 survey. Such a survey provides communities with a <br />specific universe of historic resources and a focus for the implementation of historic preservation <br />and other planning goals and objectives for those communities. The survey will identify those <br />structures lost since the 1985 survey, and those that have achieved historical significance since the <br />survey was conducted. <br /> <br />The Paris Historic Preservation Commission (PHPC) has indicated that it wishes to divide the <br />project into two distinct phases, the first focusing on commercial properties, and the second on <br />residential properties. The overall goal of the survey is to inventory historic properties in or near the <br />3 existing National Register Districts: Paris Commercial Historic District, Pine Bluff-Fitzhugh <br />Historic District, and Church Street Historic District. Existing records describing those districts are <br />to be updated. In addition, the survey is to identify properties that have achieved historic status since <br />the 1985 survey was completed, including those properties, or groups of properties, outside the <br />districts. <br /> <br />The ARCHITEXAS team will undertake the 2003 City of Paris Historic Resource Survey following <br />guidelines established by the Secretary of the Interior, U.S. Department of the Interior and the Texas <br />Historical Commission for preservation planning and survey. An inventory of previously surveyed <br />areas will be conducted in order to document changes to the historical structure of those areas. <br />Additional survey work will be conducted to identify historic properties not previously cataloged or <br />designated as worthy of historical designation. Recommendations for possible new historic districts, <br />additions to existing districts (boundary reconfiguration), or individual landmark designations will <br />be made based upon the findings ofthe inventory portion of the project. The project will also record <br />newly identified properties photographically as well as verbally, place the resources in context with <br />the history and development of Paris, rate the relative significance of the resources by preservation <br />priority, and collect and collate the data in a final report. <br /> <br />Proposed Scope of Services <br /> <br />The proposed scope of services covers the work necessary to complete the second phase of work, <br />one focused on residential properties. The services are designed to evaluate previously surveyed <br />areas/historic districts to document changes to historic fabric since 1985. Areas not included in <br />previous surveys or documented as part of existing historic districts will be identified. <br /> <br />This proposal assumes that ARCHITEXAS will perform all of the work outlined. Opportunities for <br />community input and participation will be explored and outlined at the PHPC's request. For <br />example, local volunteers and student groups might be utilized for basic field survey work in order <br /> <br />EXHIBIT A <br />
