<br />Barbara Wilson made the motion to approve the COA as amended, <br />seconded by Claudia Hunt. Motion carried 5-0. <br /> <br />(1) Consideration of and action on awarding a canopy grant for this <br />project. The grant would help with the cost of installation and <br />the cutting down of the canopies. Motion was made to approve <br />by Sue Lancaster, seconded by Claudia Hunt. Motion carried 5-0. <br /> <br />Motion was made by Becki Norment, seconded by Barbara Wilson for <br />Jerry Raper to return to the meeting. Motion carried 5-0. <br /> <br />4. Consideration of and action on declaring the sky sign located at 115 S. Main <br />Street as a historically significant sign. Arvin Starrett stated that the sky sign <br />is allowed under the current ordinance. Although the sign structure is <br />historic, the verbage on the sign is not because it has been changed. If the <br />sign is declared historic, then the verbage would be included as part of that <br />declaration and it would have to go before the City Council for approval as <br />historic. It would also negate a vote on the Certificate of Appropriateness <br />until the Council could act, meaning the verbage could not be removed from <br />the sign face. <br /> <br />Motion was made to recuse Becki Norment by Barbara Wilson, seconded by <br />Sue Lancaster. Motion carried 5-0. <br /> <br />Because of the verbage, Chairman Starrett called for a motion that the sign is <br />not a historic sign so that the current verbage could be altered. Motion was <br />made by Barbara Wilson, seconded by Jerry Raper. Motion carried 5-0. <br /> <br />5. Consideration of and action on the following Certificate of Appropriateness: <br /> <br />A. 115 S. Main Street - Becki Norment. Becki Norment is proposing to <br />paint the face of the sign beige. Motion was made to approve the COA <br />by Barbara Wilson, seconded by Jerry Raper. Motion carried 5-0. Becki <br />was advised she would need to come back before the Commission <br />when the space is rented out with a logo or copy of what will be on the <br />sign. <br /> <br />Motion was made by Barbara Wilson, seconded by Sue Lancaster for <br />Becki Norment to return to the meeting. Motion carried 5-0. <br /> <br />6. Receipt of report from the Historic Preservation Officer. Lisa Wright handed <br />out the attached report. <br /> <br />7. Request items from Board for future agendas. The Commission asked when <br />the street signs would be installed. The HPO advised she would check on it. <br /> <br />r <br />
