<br />NOTICE TO PROCEED WITH REAPPORTIONMENT <br /> <br />BE IT REMEMBERED that the firm of Allison & Associates was retained by this City <br /> <br />Council on October 31, 1993 to conduct an Initial Assessment of the population demographics <br /> <br />of the City of Paris, and upon issuance of a formal Notice to Proceed with Reapportionment, <br /> <br />to assist the City in the preparation of a submission to the Department of Justice in conformity <br /> <br /> <br />with the Voting Rights Act of 1973, as amended. The Initial Assessment was completed by <br /> <br /> <br />Allison & Associates and delivered to the City of Paris on November 11, 1993. <br /> <br /> <br />Based upon the facts and findings contained within the Initial Assessment, the City of <br /> <br />Parisfmds that a Total Maximum Deviation of 159.67% percent exists between the currently <br /> <br />existing City Wards II and VII. This total maximum deviation, being in excess of 10%, <br /> <br />mandates reapportionment of city wards of the City of Paris. <br /> <br />BE IT THEREFORE RESOLVED that the City Council of the City of Paris, formally <br /> <br />issue this Notice to Proceed with Reapportionment to the firm of Allison & Associates, and to <br /> <br />formally empower Allison & Associates to continue with its representation ofthe City of Paris <br /> <br />relative to the reapportionment process. <br /> <br />I, <br /> <br />EXHIBIT A <br />
