1994-011-RES WHEREAS, TECAS DEPT OF TRANSPORTATION PROVIDES 90 IMPROVEMENT GRANTS

RESOLUTION NO. 94-011 WHEREAS, the Texas Department of Transportation provides 90 % funding for airport improvement grants; and, WHEREAS the City Council of the City of Paris is desirous of processing a grant preapplication and application for the installation of lighted guidance signs on Runway 17/35 at Cox Field Airport, at a total cost of $75,050.00, with $67,545.00 to be provided by grant and $7,505.00 to be provided by the City of Paris in the form of local contribution; and, WHEREAS, the Texas Department of Transportation requires that it be designated the agent for the City of Paris for the purposes of receiving and disbursing all funds for these improvements and for the administration of contracts necessary for the implementation of said improvements; and, WHEREAS the safety of the flying public dictates the immediate installation of the lighted guidance signs at Cox Field Airport, and that it is appropriate that an emergency be declared and that the City's required participation in said project be funded from the contingency appropriations account; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL 0.' THE CITY 0.' PARIS: 1. That a preapplication be made to the Texas Department of Transportation for an improvement grant in the amount of $67,545.00, being approximately 90 % of the estimated cost of the installation of lighted guidance signs on Runway 17/35 at Cox Field Airport, with the City of Paris providing $7,505.00 in funds. 2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby appointed as the Authorized Representative of said project and is authorized and directed to execute on behalf of the City of Paris the application for grant in the form attached hereto as Exhibit A. 3. That Dick Boots, Director of Community Facilities, be, and he is hereby appointed as Project Director and is hereby authorized to execute and deliver on behalf of the City of Paris all reports, communications, assurances and documents necessary for the completion of said project. 4. That the Texas Department of Transportation, be, and it is hereby, authorized and directed to serve as the City of Paris' agent for the purposes of receiving and disbursing all funds for the installation of lighted guidance signs on Runway 17/35 at Cox Field Airport and for the administration of contracts necessary for the implementation of said improvements. BE IT FURTHER RESOLVED that an emergency be, and the same is hereby declared in order to provide safety to the flying public by the installation of lighted guidance signs on Runway 17/35 at Cox Field Airport.
