<br />Regular City Council Meeting <br />February 13, 2006 <br />Page 4 <br /> <br />Ordinance prohibits bulk items that cannot be put into a Type I Landfill, such as batteries and <br />tires. Tony recommended that if Council wants the City to be involved in handling those <br />types of items, that they should be addressed separately and charged accordingly. He said <br />it was not appropriate to handle those items as residential refuge, because it was against the <br />law for those items to go into landfills. <br /> <br />Council Member Wilson expressed concern that there would be an increase of old <br />tires on property, as well as dumping of same in the county. Council Member Manning said <br />he did not want that. Mayor Fendley asked Council if they wanted Tony to bring something <br />back to Council with regard to the handling of tires. The Council answered in the <br />affirmative. <br /> <br />A Motion to approve this item was made by Council Member Ray and seconded by <br />Council Member Wilson. Motion carried, 5 ayes - 0 nays. <br /> <br />C. ORDINANCE NO. 2006-008: AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF PARIS, PARIS, TEXAS, PURSUANT TO CHAPTER 7 OF THE <br />CITY CHARTER AND SECTION 43.142 OF THE LOCAL GOVERNMENT <br />CODE, DISANNEXING A 6.678 ACRE TRACT OF LAND AT THE <br />NORTHWEST CORNER OF HIGHWAY 82 EAST AND MANSFIELD ROAD, <br />FORMING A PORTION OF THE CURRENT OUTER BOUNDARIES OF THE <br />CITY LIMITS OF THE CITY OF PARIS, IN RESPONSE TO A PETITION FOR <br />SUCH DISANNEXA TION FILED BY DONALD A. LEWIS, JR., MICHAEL <br />LEWIS, RANDALL S. LEWIS, AND DEREK LEWIS; MAKING A FINDING <br />WITH REGARD TO POTENTIAL REFUNDS OF PROPERTY TAXES TO THE <br />AFORESAID DISANNEXED LANDOWNERS; MAKING OTHER FINDINGS <br />AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Tony explained this item was on the Agenda based upon a petition for disannexation. <br />Randall Lewis spoke in support of this item. He told Council that the property was located <br />on 82 East. He said it was on the border between Reno and Paris. He and his brothers own <br />the piece of property, which is approximately twenty-five acres. Tony said it was his <br />understanding that sewer and water had to be provided by the City of Reno and could not be <br />provided by the City of Paris. Mr. Lewis said that was correct. Shawn Napier also said that <br />was his understanding. Mr. Lewis told Council that they had previously been approached by <br />some of the Pine Valley developers about some of the property for development. In order <br />for this to happen, they have to be annexed into the City of Reno.
