Program Statement (See Instructions on pages 14.a and 14.b) <br /> <br />We first applied for the auto theft grant in ] 994. Arrhat time, the City of Paris and Lamar <br />COunTY had a high auto theft rate per capita. There was one theft per everyone-hundred eighty <br />(] 80) persons. <br /> <br />The theft rate dropped by over thiny percent the first year. We dropped the then rate by <br />another ten percent the second year. In our third year we agreed 10 cover the surrounding <br />counties. The rale in Lamar County and the CiTY of Paris dropped another five percent. The over <br />all rate in the seven counties dropped by Twenty-three percent. The A TPA board stated ihis rate <br />durin2 the rram hearinQ lct.q vear. Our ~am was cut last rear. as almost evervone else's was. <br />.......... ....- "" . ~ .- <br /> <br />As you know we received fifty thousand dollars. The City of Paris absorbed the remainder. <br />Using the current UCR statistics, our then rate in the counties we cover \\;]] remain the same or <br />be reduced bv a fraction. <br /> <br />\Ve will make more time in the coming year for public awareness. The H.E.A.T. progr?m is <br />not as successful as we \\;sh it would be. We have PSX s on the local radio stations. These (.ie <br />not aired dailv. There are new PSA~s at the stations now for the Public Awareness Week. We <br />. <br /> <br />have H.E.AT. registrations and V.I.N. etchings scheduled for thai week. Our unit is scheduled 10 <br />assist in the Auto Theft School in Smith County neA1 month. A lot of the public is made aware of <br />the auto theft prevention by our close working relationship with the local Tax Assessor's offic.es. <br />~7e are pieparing to teach an auto theft school through one of our agencies, \~;lh the assistance of <br />Smith County ATTF and the Texas Department of Public Safety Motor Vehic.1e Theft Sej\'ice. <br /> <br />AJl the agencies that we assist are small deparnnents. Their manpower and experience in <br />auto theft investigation is limited. They do not have the resources that the larger depanments <br />have. There are no full time auto theft units in either of the deparnnents. <br /> <br />\Ve do not duplicate any existing agencies. If we assist any other task force, it is ShO\\11 as <br />an assist. The closest taSk forces are Dallas and Smith County. <br />
