<br />INTRODUCTION <br /> <br />In today's world, governmental and commercial organizations are turning to automation to provide <br />more efficient operation in a rapidly changing environment. Large volumes of data, increased <br />personnel costs, the necessity for quick response to a variety of circumstances, and the desire to <br />interface with other information systems have encouraged the vigorous pursuit of technological <br />advances in the automation arena. <br /> <br />The Community Management System (CMS), public safety software, and the hardware systems <br />described in this document are designed to meet the need by providing an innovative, sound, <br />integrated, flexible, and expandable system, designed to allow for individual installation tailoring <br />and easy modification where needed. The techniques used in the programming and the hardware <br />are state-of-the-art and are manufactured for future advancements and growth, not obsolescence <br />and replacement. <br /> <br />This document will provide an introductory overview of the total system approach provided by <br />A.L. Roark and Associates, Inc. (ALR) which resides on hardware manufactured and maintained <br />by IBM Corporation. <br /> <br />ALR SOFTWARE DEVELOPMENT APPROACH <br /> <br />A computer software system for public safety agencies mst not only produce the required reports, <br />but must do this in a manner which maximizes its usefulness for staff members. It should <br />provide a basic approach which assists the agency to meet its goals in a cost effective manner. <br /> <br />All software developed by ALR for the public safety arena has the following basic philosophy <br />built into every line of code. The user must be able to: <br /> <br />· Enter data easily and efficiently with help features provided where they are needed <br />and when they are requested <br />· Enter data without redundancy <br />· Automatically verify the accuracy of the data to the extent possible <br />· Receive available information automatically in order to respond to incidents <br />correctly and safely <br />· Easily recall information needed for decision making <br />· Have immediate access to the data if authorized but be denied access if proper <br />authorization has not been given <br />· Easily search the accumulated data in the data base in order to be more effective <br />on the job <br />· Have flexible interfaces to outside data bases to facilitate the use of the system <br />· Have retention of the results of searches for outside data bases to reduce the <br />amount of redundant entry and repetitive inquiries <br /> <br />1 <br />
