setting up definition files for codes. This allows easy modification without re-programming if
new items are needed or changes in terminology are required. These definition files are used for
on-line verification of data, to translate codes to text on reports and inquiries, and for generation
of "help" screens.

Because an agency may define its codes in any manner, a report definition capability is provided.
This allows each agency to tailor management, statistical, crime analysis, VCR, NFIRS and EMS
reports to meet specific coding requirements. In multi-jurisdictional installations, the system
allows agencies to share codes, if appropriate, so that duplicate entry is not required. If each
agency wishes to utilize unique codes, it is permitted within the software.

Message Handling - The software allows for the transfer of messages between users on the
terminals. In the dispatch area, any messages which are received are displayed on the secondary
screen, rather than on the primary working screen. If mobile data terminals or hand held terminals
are used, they may be utilized to send and receive messages from any terminal. These messages
can either be reviewed and purged or logged permanently. When inquiry results are returned
from the State or NCIC, they are automatically routed to the appropriate user and dispatchers may
also merge them into the case file, if desired.

The communications capabilities provide for the routing of inquiries to multiple host processors.
A single entry of data may be formatted automatically by the system to meet the needs of these
different hosts (e.g. state and county computers) without the user having to re-key or re-format
the data.

Hal'dwal'e - ALR created the software system utilizing the powerful relational data base of the
IBM AS/400. The AS/400 provides the best cost effectiveness in the industry. New RISC
processors make the AS/400 one of the most powerful platforms available, while providing an
'open' approach to inter-connectivity.

Several front-end communications controllers are available. All operate using the same
functionality. These include the IBM AS/400, RS/6000 and 486/Pentium PC's. These
processors allow the user to more efficiently access outside data bases and to integrate directly'
with other devices.

All modules are designed to interact with all other modules of the system. The modules which
are part of the software are the following:

Computer Aided Dispatch
CAD Statistics Module (If CAD purchased without a Records Management System)
Law Enforcement Records Management System
Juvenile Records Management System
FirelEMS Records Management System
Name Consolidation Module
Records Purge Module

5
