RESOLUTION NO. 2006-069

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, OPPOSING THE PROPOSED HUGO, OKLAHOMA TO
VALLEY SOUTH SUBSTATION TRANSMISSION LINE PROJECT BY
BRAZOS ELECTRIC POWER COOPERATIVE, INC. GOING AROUND
AND THROUGH THE EAST AND SOUTH SIDES OF PARIS; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.

WHEREAS, the Brazos Electric Power Cooperative, Inc. is proposing to construct a 345 kV
transmission line from Western Farmers Electric Cooperative's Hugo Power Plant located south of
Hugo Oklahoma, to the Valley South Substation, located northwest of Bonham, Texas, with the
preliminary study identifying the macro-corridor shown on the attached Exhibit A as the study area.;
and,

WHEREAS, the micro-corridors described in said Exhibit A have been selected for closer
assessment. Brazos Electric Power Company, Inc. has proposed a minimum ofthree alignments for
their project within the macro-corridor and is evaluating each of these alignments in detail; and,

WHEREAS, the proposed transmission line will be approximately 65 miles in length,
depending upon the specific route selected and approved by the Public Utility Commission ofT exas;
and,

WHEREAS, it is deemed that one of the proposed transmission lines which is going around
and through the east and south sides of Paris would not be in the best interest of the citizens of the
City of Paris due to our firm belief that the location of this transmission line would be a safety hazard
to those utilizing Cox Field Airport which is located in the southeast section of this community, and
the fact that over-head transmission lines and airports are simply not compatible; NOW,
THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:

Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.

Section 2. That the City of Paris, Paris, Texas does hereby go on record officially as
strongly opposing the route of the transmission line from Hugo, Oklahoma to the Valley South
Substation (in Fannin and Lamar Counties, Texas), going around and through the east and south
sides of Paris, which is proposed by the Brazos Electric Power Cooperative, Inc., Texas.
