Allocation of Revenue Requirements to Water and Wastewater <br />Table B-1 in Appendix B and Table C.1 in Appendix C present the allocation of the total utility <br />revenue requirement to water and wastewater for applicable treated water contract customers and <br />retail customers, respectively. Raw water supply, water production, water distribution and <br />transmission, wastewater maintenance, wastewater treatment, and lift stations costs are directly <br />assigned to their respective function. Other operations and maintenance costs are allocated <br />between water and wastewater as follows; <br /> <br />Warehouse <br />Warehouse costs are allocated SO/50 between water and wastewater under the assumption <br /> <br />~ <br /> <br />that it services the water and wastewater system equally. <br />Billing and Collecting <br />The billing and collecting function has been allocated SO/50 between water and <br />wastewater under the assumption that it services the water and wastewater system <br />equally. <br /> <br />Administrative Fees <br /> <br />Administrative fees are allocated between water and wastewater based upon the ratio of <br /> <br />operations and maintenance expenses assigned to each. <br /> <br />Debt Service <br />Debt service costs for outstanding debt issues are allocated based upon historical records <br />of assets, capital improvement plans, and discussions with City staff. <br /> <br />City of Paris, Texas <br />Water and Wastewater Cost of Service Study <br />May 2005 <br /> <br />14 <br />
