<br />RESOLUTION NO. 2006-079
<br />
<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
<br />PARIS, TEXAS, APPOINTMENT MEMBERS TO THE BOARD OF
<br />DIRECTORS OF THE ARK- TEX COUNCIL OF GOVERNMENTS;
<br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
<br />SUBJECT; AND PROVIDING FOR AN EFFECTIVE DATE.
<br />
<br />WHEREAS, the City Council of the City of Paris did heretofore, by Resolution No.
<br />1330, on the 8th day of September, 1969, become a member of the Ark-Tex Council of
<br />Governments; and,
<br />
<br />WHEREAS, in accordance with the Bylaws of the Ark - T ex Council of Governments,
<br />its Board of Directors shall be composed of members elected or appointed by its membership;
<br />and,
<br />
<br />WHEREAS, the City Council is entitled to appoint three of its members to serve on
<br />the Board of Directors of the Ark-Tex Council of Governments, as provided in said Bylaws;
<br />and,
<br />
<br />WHEREAS, the terms of office of Curtis Fendley, and Mary Ann Fisher, as members
<br />of the Board of Directors of the Ark-Tex Council of Governments, will expire on May 31, 2006;
<br />and,
<br />
<br />WHEREAS, there exists another vacancy in the City's representation on the Board
<br />of Directors of the Ark-Tex Council of Governments due to Karen Wilkerson no longer being
<br />a member of the City Council, and it is necessary to appoint her) successor; and,
<br />
<br />WHEREAS, the Mayor of the City of Paris does hereby recommend the
<br />reappointment of Mary Ann Fisher and the appointment of Richard Manning and Jessie James
<br />Freelen for terms of one (1) year, beginning June 1, 2006, and ending May 31, 2007, or for as
<br />long as they are members of the City Council, or until their successors are duly appointed; and,
<br />
<br />WHEREAS, the Mayor does also hereby recommend the appointment by the Board
<br />of Directors of the Ark - T ex Council of Governments of Richard Manning to serve as a member
<br />of the Executive Committee of the Ark-Tex Council of Governments; NOW, THEREFORE,
<br />
<br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
<br />TEXAS.
<br />
<br />Section 1. That the findings set out in the preamble to this resolution are hereby
<br />in all things approved.
<br />
<br />Section 2. That Mary Ann Fisher be, and she is hereby, reappointed, and that
<br />Richard Manning and Jessie James Freelen be, and they are hereby, appointed to serve as
<br />members of the Board of Directors of the Ark-Tex Council of Governments for terms of one
<br />(1) year, beginning June 1, 2006, and ending May 31, 2007, or for as long as they are members
<br />of the City Council, or until their successors are duly appointed; and,
<br />
<br />Section 3. That Richard Manning be, and he is hereby, recommended for
<br />appointment by the Board of Directors ofthe Ark- Tex Council of Governments to the Executive
<br />Committee of the Ark-Tex Council of Governments.
