I further certify that the Lessor has fully and satisfactorily performed all of its covenants and obligations under the Agreement. I further certify that the Equipment will perform an essential use and public function which the Lessee, its agencies and departments are authorized by law to perform. I further certify that all insurance required in accordance with the Agreement has been secured by the Lessee and the required coverage will be maintained throughout the term of the Agreement and the renewal, if any, thereof.
