<br />An increase in contract time of 155 days will take the original contract completion date of
<br />November 26, 1997 to May 1, 1998. This is justified by the unusual weather experienced by the
<br />contractor that hampered construction during this time period, the time required to install the
<br />above change order items, and delays brought on by the necessity of working with the staff of the
<br />plant to keep operations on-going during construction (e.g.- testing the new spray field pumps
<br />could not begin until the sludge disposal site was dry enough to dispose of sludge, the clarifiers
<br />could not be taken out of service until the flow equalization facility had reached an acceptable
<br />level, excavation for the new clarifier could not begin until TV Electric moved their poles and
<br />lines, etc.).
