<br />, <br />, <br />, <br /> <br />MINUTES OF THE SPECIAL MEETING <br />PLANNING AND ZONING COMMISSION <br />JUNE 22, 2006 <br /> <br />The Planning and Zoning Commission met Thursday, June 22, 2006, 5:30, City of <br />Paris, City Hall, Council Chambers, 107 E. Kaufman, Paris, Texas with the following <br />members present: <br /> <br />1. Reeves Hayter <br />2. John Mark Spencer <br />3. Benny Plata <br /> <br />4. Bobby Myers <br />5. Marshall Kent <br /> <br />Lisa Wright, Director of Community Development and Shawn Napier, City Engineer <br />was also present. <br /> <br />1. The meeting was called to order by Reeves Hayter. <br /> <br />2. Consideration of and action on the Final Plat for Prospera Place (LaQuinta), <br />being number 3205 Loop 286 NE. <br /> <br />Lisa Wright, Director of Community Development, stated that the memo from <br />the City Engineer will be amended to recommend abandonment a 7.5 foot <br />utility easement that is platted with the Discount Wheel and Tire property. <br /> <br />Chairman Hayter stated that the plat was originally denied because of <br />drainage problems and the testing ofthe water line. The pressure test passed <br />but the bacteriological test still has not passed. <br /> <br />Shawn Napier, the City Engineer, stated a drainage easement is not needed. <br />When Discount Wheel and Tire was built a triangular section was platted and <br />an easement was dedicated. There are no utilities there but it still exists on <br />the lot. When it was built, a waterline was built with the triangular piece so <br />there is an existing line where LaQuinta will be tapping on to. All the taps will <br />be on the existing line apart from the 180' section that was constructed that <br />did not pass the bacteriological test. <br /> <br />Motion was made to approve the plat subject to the City Engineer's <br />recommendation as amended by Bobby Myers, seconded by John Mark <br />Spencer. Motion carried 5 ayes and 0 nays. <br /> <br />3. Consideration of and action on the Preliminary Plat for Lots 5 and 6, City <br />Block 41 (The Hickory House Addition), being number 35 Graham Street. <br />
