<br />RESOLUTION NO. 2006-095 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, APPROVING AND AUTHORIZING THE CERTIFICATE <br />OF SUBSTANTIAL COMPLETION, FINAL PAYMENT, AND CLOSE OUT <br />OF THE CONSTRUCTION CONTRACT FOR THE CONSTRUCTION AND <br />RECONSTRUCTION AND CONVERSION OF THAT STRUCTURE <br />FORMERLY REFERRED TO AS THE UARCO BUILDING TO A NEW <br />POLICE, COURT, AND JAIL FACILITY; MAKING OTHER FINDINGS <br />AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />WHEREAS, the City Council of the City of Paris, Texas, did heretofore on the 13th day of <br />May, 2002, in Resolution No. 2002-075, authorize the preparation of plans and specifications for a <br />project of reconstruction and conversion of that structure formerly known as the DARCO building <br />to a new police, court, and jail facility; and, <br /> <br />WHEREAS, the City Council did heretofore, on the 24th day of August, 2004, in Resolution <br />No. 2004-146 approve the plans and specifications for the aforesaid project; and, <br /> <br />WHEREAS, the City Council did heretofore, on the 8th day of November, 2004, in <br />Resolution No. 2004-199 authorize the City's architect and staff to utilize as an alternative <br />procurement procedure the selection of a contract for construction services through the use of <br />competitive sealed proposals in conformance with Section 271.116 of the Local Government Code; <br />and, <br /> <br />WHEREAS, by adoption of the aforesaid Resolution No. 2004-199, the City Council <br />likewise authorized the City Manager and his staff to create selection criteria and the weighting of <br />selection criteria for said competitive sealed proposal process; and, <br /> <br />WHEREAS, the City Council did heretofore in Resolution No. 2005-043 on the 14th day <br />of March, 2005, award the bid for said construction and reconstruction and conversion of that <br />structure formerly referred to as the uarco building to a new police, court, and jail facility to <br />Harrison Walker and Harper; and, <br /> <br />WHEREAS, said construction project has been completed and the Certificate of Substantial <br />Completion, attached hereto as Exhibit A, should in all things be approved, final payment should be <br />made, and said construction contract with Harrison Walker and Harper should be closed; NOW, <br />THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS: <br /> <br />Section 1. That the findings set out in the preamble to this resolution are hereby in all things <br />approved. <br />
