<br />MINUTES OF THE REGULAR MEETING <br />PLANNING AND ZONING COMMISSION <br />SEPTEMBER 5, 2006 <br /> <br />The Planning and Zoning Commission met Tuesday, September 5, 2006, 5:30, City <br />of Paris, City Hall, Council Chambers - Executive Session Room, 107 E. Kaufman, <br />Paris, Texas. <br /> <br />The following members were present: <br />Reeves Hayter <br />Bobby L. Myers <br />Marshall Kent <br />Barbara Forrest <br />John Mark Spencer <br />Richard Hunt <br />Benny Plata <br />Fran Neeley <br /> <br />The following members were absent: <br />Brad Archer <br /> <br />Lisa Wright, Director of Community Development, and Shawn Napier, City Engineer, <br />were also present. <br /> <br />1. The meeting was called to order by Reeves Hayter, Chairman. <br /> <br />2. The minutes from the August 7, 2006, Regular Meeting were approved by <br />motion of Bobby Myers, seconded by Marshall Kent. Motion carried 8 ayes <br />and 0 nays. <br /> <br />Motion was made to recuse John Mark Spencer by Bobby Myers, seconded <br />by Fran Neeley. Motion carried 7-0. <br /> <br />3. Public Hearing to consider the petition of John Mark Spencer for a change in <br />zoning from a Two-Family Dwelling District (2F) to a Neighborhood Service <br />District (NS) on Lot 11, City Block 70-B, being number 1639 Pine Bluff. <br /> <br />The public hearing was declared open. <br /> <br />John Mark Spencer, 3060 Aikin Drive, spoke in favor of the zoning change <br />stating that the vacant lot is on the northwest corner of 17th NE and Pine <br />Bluff. The house that was on the property burned. Also, the house on the <br />property next to this property burned, and Mr. Spencer has future plans to try <br />to buy this property also. On each corner the lots are already zoned <br />Neighborhood Service. Mr. Spencer is proposing a future development for a <br />
