<br />D. "MEDICAL REVIEW OFFICER (M.R.O.)" - A licensed physician with knowledge of <br />substance abuse disorders and training to interpret and evaluate confirmed positive test <br />results, who is responsible for receiving laboratory results g~erated by the City's Controlled <br />Substance and Alcohol Screening Program. All test results will be reviewed by an <br />authorized M.R. O. The City Manager will designate, in writing, to the Personnel Department <br />those physicians or medical facilities to act as M.R.O. under this Policy. <br /> <br />SECTION 17.05 - Policy Administration <br /> <br />A. CITY PERSONNEL DEPARTMENT. The City Personnel Department shall coordinate <br />the implementation of this Policy. The Personnel Department shall be responsible for <br />reporting the conviction of an employee for any drug or alcohol related criminal offense <br />occurring in the work place within ten (10) days oflearning of such conviction to the agency <br />or agencies with whom the City has such obligation. <br /> <br />B. DIRECTORS, MANAGERS, AND SUPERVISORS. It is the responsibility of all City <br />directors, managers and supervisors to act in accordance with and to enforce this Policy. <br /> <br />SECTION 17.06 - Employee Responsibilities <br /> <br />All employees or potential employees of the City of Paris are hereby notified that the manufacture, <br />distribution, dispensing, possession, or use of a controlled substance or alcohol is prohibited while <br />an employee is on City property or on City business. This includes reporting for duty after ingesting <br />any type of controlled substance or alcohol as defined by this Policy. Employees violating these <br />prohibitions will be subject to disciplinary action up to and including termination as set out in this <br />Policy. Public safety employees ~d employees performing safety-sensitive functions will be <br />required to adhere to additional guidelines listed the Appendix, Attachment 4. <br /> <br />It is the responsibility of all City of Paris employees to conduct themselves in a manner consistent <br />with the letter and spirit of this Policy. It is encouraged that if, at any time, an employee believes <br />that another employee has entered City property or reported to work in an unfit condition because <br />of the use or consumption of controlled substances or alcohol, the observing employee report this <br />action to a supervisor or the Personnel Department. <br /> <br />A. PROHIBITIONS - The use, consumption, possession, purchase, distribution, or sale of a <br />controlled substance or alcohol while on City business or on City property, except for <br />prescribed medications with prior supervisory approval, will subject the employee to <br />disciplinary action up to and including termination.
