Paris Visitors & Convention Council Meeting Minutes March 1,2006 Present: Gail Dority, Richard Manning, Gary Vest, Jon McFadden, Becky Semple, Tim Masters, Mary Lou Coe, Roy Gwinn, Mike Patterson, Bobby Walters, Karen Wilkerson, Brady Fisher, Mindy Moree, Jamie Fussell from The Paris News, YWCA representatives: Nicki Brown, Tina Crain, Missy Risinger and Zoe Farmer. Chairman Richard Manning called the meeting to order at 4:05 p.m. Mindy Moree presented the January 2006 financials for the Visitor & Convention Council and Love Civic Center. On a motion made by Bobby Walters seconded by Tim Masters the financial reports were approved. New Business: The minutes were approved on a motion made by Bobby Walters seconded by Mary Lou Coe. Chairman Richard Manning brought the following request for funding proposals before the board: YWCA, requested $1500 for the Art Fair. The events subcommittee reported that only 24 points were accumulated based on the scoring criteria, which would allow $360 to be funded. Nicki Brown from the YWCA gave a brief report on the number of vendors and participants that attend the event. Mary Lou Coe and Brady Fisher voiced that they felt the event should be funded at the full amount requested. The issue was addressed by Roy Gwinn, Gary Vest and Richard Manning that the event was a fund raiser as well as has payroll expenses accrued during the event. After much debate about the issue, Bobby Walters made a motion to deny funding for the YWCA. Before a second could be made Brady Fisher interjects with a substitute motion to approve the funding. Karen Wilkerson asked if the funding could come from a different line item in the V &CC budget to help the YWCA in there advertising efforts to promote the event. Mr. Vest replied that funds could be used out of the convention promotion or media promotion line item to help pay for advertising for the event. Karen Wilkerson ask if the YWCA funding request could be tabled until further reports could be produced from Nicki Brown, itemizing the advertising budget for the event. The two motions on the table had to be resolved before any further action could be taken. Karen Wilkerson seconded the substitute motion made by Brady Fisher to approve the funding request. Richard Manning asked for a show of hands for those in favor of this motion, 3 were for and 7 were opposing. Jon McFadden seconded the original motion made by Bobby Walters to deny funding. After both motions were resolved Karen Wilkerson made the motion to table this funding request from an alternative V &CC budget line item until reports could be obtained to show the advertising break down of expenses for the committee to review and .,...---..-"....."'.'..........
