<br />.\ RESOLCTlON SUPPORTING THE CREATION <br />OF THE NET;\IOB (NETMOB) REGIONAL MOBILITY AUTHORITY <br /> <br />No. <br /> <br />\VH FREAS. the State of T e:\as has asked the loct! community to help shoulder the financial <br />burden l1f huilding transport~\tlon improvement projects: and, <br /> <br />\VH ERE AS. T e:\as voters approved Proposition 15 in November 200 I, allowing the creation of <br />Regional ;V!obility Authorities (RIVIA 's). In .fune 2()02. the Texas Department oCTransportation <br />( I':\DOT) ~ldopted 43 Te:\. Admin. Code, 2ed)] , a set of rules for the creation and operation of <br />an RIVIA. which now have been codified by the Legislature as Chapter 370 of the Transportation <br />Code; amI. <br /> <br />\VHEREAS, RMA's have the ability to undertake many types of transport8tion improvement <br />projects, including: turnpikes, passenger and Creight rail, pedestrian and bicycle facilities, <br />Intermodal hubs, and border inspection stations; and. <br /> <br />WHEREAS, the 4-laning of SH 24 is only partially complete, despite the assistance of TxDOT <br />and the Te:\as Transportation Commission, and, <br /> <br />\VHEREAS, a project no\v requires regional suppor1~ and assistance to continue its development: <br />and, <br /> <br />WHEREAS, the T:\DOT plan for to solve mobility problems and for the faster completion of <br />transportation projects with additional money to get the job done right is focused on 5 goals: <br />reduce congestion, enhance safety, expand economic opportunity, improve air quality, and <br />increase the \'alue oftransportatioll assets, and <br /> <br />\VIIEREAS, the counties of Delta, Hopkins, Hunt and Lamar have embraced these five TxDOT <br />goals as common goals Cor transportation improvement projects consisting ofSH 24. <br /> <br />NOW THEREFORE, BE IT RESOLVED THAT L..AMfJ~COUNTY COMMISSIONERS <br />COURT: <br /> <br />1. Supports the Cormation oCthe NETIVIOB RegionallVlobility Authority (NETMOB). <br /> <br />') <br /> <br />Authorizes the ~~m1J~ County Judge to e\ecute a petition to the Te\ds TransportatIon <br />Commission to form NETl\IOB, and that the Petition will contain all the clements <br />IL'l!uired by law, including: <br /> <br />. <br /> <br />County Commissioners Court Resolution <br />
