TEXAS CLEAN AIR CITIES COALITION

Frequently Asked Questions

What is the goal of this organization?

The goal of the TCACC is to ensure that any new power plants that are built use the
cleanest technology available and do not unnecessarily harm the environment or the air
quality of our Texas cities. We support ensuring that Texas generates the electrical
power it needs in an environmentally responsible way.

Are you opposed to the permits?

We are opposed to plants that don't use the cleanest and best emissions technology or
that will cause or contribute to violations offederaJ air pollution standards in Texas. We
have significant concerns about whether the sixteen proposed plant units satisfy those
requirements.

We also question whether Texas - which already leads the nation in greenhouse gas
emissions - should be adding over 100 million additional tons of carbon dioxide to the
atmosphere each year.

How many new units are proposed?

Six different power companies have recently filed for permits for a total of seventeen new
plant units that will burn coal or fuels with emissions similar to coal. One of these, the
CPS Energy unit in San Antonio, has already been permitted and is not in dispute. The
remaining sixteen proposed units are:

· TXU Oak Grove-Robertson County (2 units)
· TXU Tradinghouse-McClennan County (2 units)
. TXU Monticello------ Titus County (1 unit)
· TXU Lake Creek-McClennan County (1 unit)
. TXU Big Brown-Freestone County (1 unit)
· TXU Martin Lake-Rusk County (1 unit)
· TXU Morgan Creek-Mitchell County (1 unit)
· TXU Valley-Fannin County (1 unit)
· Twin Oaks / Sempra-Robertson County (1 unit)
· Formosa Plastics-Calhoun County (2 units)
· Limestone NRG Energy-Limestone County (1 unit)
· Calhoun County Navigation District--Calhoun County (l unit)
· Sandy Creek / LS Power-McClennan County (1 unit)
