RESOLUTION NO. 2006-155 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING ACCEPTANCE OF A GRANT FROM THE ANICE READ FUND OF THE COMMUNITIES FOUNDATION OF TEXAS (CFT), TEXAS DOWNTOWN ASSOCIATION (TDA), TO FUND LIGHTING AROUND CULBERTSON FOUNTAIN; APPROVING AND AUTHORIZING GRANT AGREEMENTS INCIDENT TO THE RECEIPT OF SAID FUNDS; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS ASSOCIATED WITH THE RECEIPT OF SAID GRANTS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, Downtown Paris has experienced a dramatic transformation in the past two years, including several new businesses relocating to the area and a considerable increase in residential loft living; and, WHEREAS, with increased traffic and more residents in the area in the evenings, lighting in the Downtown has proven to be inadequate to give those people a strong sense of security when they leave their lofts after dark; and, WHEREAS, in addition, Culbertson Fountain is a popular tourist attraction in Paris; and, WHEREAS, people come from all around, as well as locally, to have family or wedding photos taken in front of the historic landmark; however, after dark, because the entire area is shrouded in large trees, any light from nearby street lamps is kept out and the area is extremely dark; and, WHEREAS, by installing moonlighting in eight (8) of the large trees on the Plaza that surround Culbertson Fountain, there will be increased security for Downtown businesses, residents, and visitors, and the aesthetics of the Plaza will be greatly enhanced by nighttime illumination, thus increasing the popularity of the area in the evenings even more so; and, WHEREAS, the City of Paris has been notified of an award of grant funding from the Anice Read Fund ofthe Communities Foundation of Texas (CFT), Texas Downtown Association (TDA), in the amount of $1,500.00, with no required match, for the purpose of installing lighting around Culbertson Fountain; and, WHEREAS, the City Council desires to accept said grant funds and to authorize and approve the execution of any and all documents associated with the receipt of said grant funds; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS:
