RESOLUTION NO. 2006-152: A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF PARIS, PARIS, TEXAS, REAPPOINTING MARY ANN FISHER AS A <br />MEMBER OF THE VISITORS AND CONVENTION COUNCIL WORK PROGRAM <br />AND BUDGET APPROVAL COMMITTEE OF THE CITY OF PARIS; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDING AN EFFECTIVE DATE. <br /> <br />Mayor Manning said ifthere were no objections, he wanted to move to item number 9. <br />Council Member Fendley asked for consideration of moving number 12 up too. He stated he <br />thought the citizens were there for numbers 9 and 12. <br /> <br />Council Member Fendley made a motion to move numbers 9 and 12 up and Council <br />Member Freelen seconded the Motion. Motion failed, 3 ayes - 4 nays, with Council Member <br />Ray, Council Member Fisher, Mayor Manning and Council Member Gray casting the <br />dissenting votes. <br /> <br />Council Member Wilson made a motion to move number 9 up and Council Member <br />Fendley seconded the Motion. Motion carried, 7 ayes - 0 nays. <br /> <br />Mayor Manning moved to number 9. <br /> <br />9. Citizens Forum. <br /> <br />Linda Ray, 3720 Leigh Drive - asked that there be reserved seats for handicapped <br />persons. <br /> <br />Andrew Knizley, Paris Regional Medical Center, 820 Clarksville Street - stated he was <br />representing industrial managers in the community. He stated that Tony Williams had been <br />running the City like a business, he had done a good job and they were in support of Tony <br />Williams. He also stated they were supporting City Council and employees. He asked Council <br />to consider giving Tony Williams an additional year as City Manager. <br /> <br />Charles Lynch, Plant Manager for Kimberly Clark, 2040 Silverleaf - spoke of his <br />support and admiration for Tony Williams. He stated that he and Tony had disagreements, but <br />he thought that Tony was a man of integrity. He also stated he had a tremendous amount of <br />respect for Tony. <br /> <br />Philip Cecil, 3120 Clark Lane - stated he was representing a group of bankers, whose <br />signatures were affixed to a statement. The bankers commended leadership provided by <br />Council that allowed the City to move forward. They also stated they fully supported Tony <br />Williams and the job he was doing as City Manager. They believe Mr. Williams is a competent <br />and capable manager who has taken the necessary steps to return Paris to financial viability. <br />
