<br />To accomplish this requires a selection process that intimately understands and assesses these <br />qualities. The Keller Consulting Group has experience in selecting personnel that possess these <br />qualities. For the selection process to be successful there must be a close working relationship <br />with the client. This relationship must be grounded on open communication that ensures that <br />there is a complete understanding of what the client is looking for. Once this dialogue has been <br />established the selection process can proceed through the following phases: <br /> <br />1. Review current job description and make suggestions for changes. If no job description <br />exists, assist client in creating a job description that encompasses the criteria established <br />by client. <br />2. Establish a deadline for submission of resumes. <br />3. Advertising of position for City Manager. The ad will give the basic requirements, the <br />deadline for submission of resumes, and contact information for the consultant. The <br />candidates will have no contact with the client. They will communicate directly with the <br />consultant thus eliminating any open records issues. <br />a. Texas Municipal League (TML) magazine <br />b. Texas City Managers Association (TCMA) <br />c. Local and regional newspapers <br />d. Any other applicable statewide resources. <br />e. If the client would like to include a national search then the following would be <br />utilized in conjunction with the above: <br />i. National job related publications. <br />ii. Any national associations <br />iii. International City Managers Association (ICMA) <br />4. Once the deadline for submission of resumes has passed, the consultant will review and <br />assess the resumes submitted, and provide feedback to City of Paris designated point of <br />contact. The resumes will be reviewed to ensure that the candidates meet the minimum <br />requirements as established by the client. <br />5. Make recommendation to the City of Paris as to what candidates should be invited to a <br />formal interview. <br />6. Coordinate with the selected candidates and the client the date of interview and travel <br />arrangements. <br />7. Assist in the creation of interview questions. <br />8. Facilitate the formal interview process with the client and candidates. <br />9. The Keller Consulting Group strongly recommends using an Assessment Center as the <br />testing instrument.
