INTEROFFICE MEMORANDUM

TO:
FROM:
SUBJECT:
DATE:

ERNIE CLARK, CITY MANAGER
KENT KLINKERMAN, MIS DIRECTOR if--~
MIS PROJECT NEEDS
FEBRUARY 7, 2007

Sir:

The City of Paris has many departments located in various locations throughout Paris and Lamar
County. Some departments are consolidated in an area while others are isolated. The MIS
Department has many ongoing technology projects to connect those remote departments to the
network (backbone) of the City of Paris.

The West Elevated Water Storage project is in need of additional funding. This location is
important to the city departments for various reasons.

.
... The WEWS will connect the Water Treatment Plant to the local network.
.
... It will also be part of the SCADA monitoring system by the WTP for the LCWS meters.
.
... It will serve as a secure off site data storage/recovery location.
.
... It will probably be an Access Point for the Mobile Data on the CAD system.

MIS originally proposed a point to point radio system. It has become apparent that MIS needs a
secure, high capacity link to meet multi-department demands. This link must be connected to the
backbone via fiber.

We need single mode fiber installed. It can transmit data up to 30,000 feet. There will be no
breaks/ splices or repeaters. This is an important part of the Emergency Data Recovery Plan.
MIS budgeted $17,000. The quote is for $24,900.

Need: Additional $7,900.

I propose to add this additional expense to the Liberty National Bank lease agreement. Doing so
would spread this amount over three budget cycles. This year amount $2,634 would then be
allocated to all department budgets.

r" ,.,
