<br />'. <br />~ <br /> <br />l . <br /> <br />,... \- <br /> <br />A RESOLUTION SUPPORTING THE CREATION <br />OF THE NETI\'IOB (NETMOB) REGIONAL MOBILITY AUTHORITY <br /> <br />No. <br /> <br />WHEREAS. the State of Texas has asked the local cOlllmunity to help shoulder the financial <br />burden 0 I' bu i Idi ng transportation improvcl11cll1 proj ects; and, <br /> <br />\VI-IEREAS, Texas volers approved Proposilion 15 in November 2001. allowing the creation of <br />Regional ivlobility Authorities (R!'vIA's). [n .!une 2002. the Texas Department of Tr:msporlalion <br />(TxDOT) adopted 43 Tex. Admin. Code, 26JJ I. :t set or rules 1'01' the creation and operation of <br />an RMA, which now have been codified by the Legislalure as Chapler 370 of the Transponation <br />Code; and, <br /> <br />\VHEREAS, RMA's have the ability 10 undertake many Iypes of transponation improvement <br />projects, including: turnpikes, passenger.: an(l li'eight rail, pedeslrian and bicycle facilities, <br />lnlcrmodal hubs. and border inspection stations; and. <br /> <br />WHEREAS, the 4-1aning of 51-1 24 is only panially complete, despite the assistance of TxDOT <br />and the Texas Transportation Commission. and. <br /> <br />\VHEREAS, a project now requires regional support and assistance to continue its development; <br />and, <br /> <br />WHEREAS, the TxDOT pbn lor to solve mobilily problems and far the faster completion of <br />transportation projects' with addition;]1 money to gel the job done right is focused on 5 goals: <br />reduce congestion, enhance safety, expand economic opportunity, improve air quality, and <br />increase the valuc of transportation assets, and <br /> <br />WH fREAS, the counties of Delta, Hopkins: Hunl and Lamar havc embraced these live Tx DOT <br />goals as common goals for transportation 1I1lprovcmcnt projects consisti ng of SH 24. <br /> <br />NOW TI-IEREFORE, BE IT IH~SOLVEJ) TIIAT (t:l.Mf/~ COUNTY COMMISSIONERS <br />COURT: <br /> <br />I. Supports the formation oflhe NETlvlOB Rcgionall\tlobility'Authority (NETi\'IOB). <br /> <br />2.
