Known Opposition and/or Controversies Regarding Proiect <br /> <br />There are no known (to NETMOB or the Paris District of TxDOT) opponents <br /> <br />to this requested project. <br /> <br />D. Preliminary Financing Plan <br /> <br />The construction cost of this project is $32 million. NETMOB will pursue a pass- <br /> <br />thru financing agreement with TxDOT to fund the construction and the construction <br /> <br />engineering costs of the project. TxDOT will provide and/or enact the environmental <br /> <br />document through FONSI (Finding of No Significant Impact); any required <br /> <br />environmental mitigation; all right-of-way mapping and acquisition documents; all <br /> <br />required right-of-way; and all required utility adjustments. <br /> <br />4. Commitment to Secure Route Studies, Environmental Approvals, Row. and Construction <br />Plans <br /> <br />NETl\10B, to the extent not otherwise undertaken by TxDOT, will be fully responsible for <br /> <br />identifying and securing all federal and state permits, commitments, and approvals <br /> <br />necessary for the development of RMA projects. NETl\10B will support and assist the <br /> <br />Paris District in preparing all pending route location studies, environmental impact <br /> <br />analysis, public meetings, roadway schematics, right-of-way maps, and plans, <br /> <br />specifications & estimates. <br /> <br />5. Board Composition <br /> <br />The initial board of directors for NETMOB will consist of nine (9) members serving <br /> <br />staggered two (2) year terms as required by statute. Board members are restricted to <br /> <br />serving a maximum of three consecutive terms; however, reappointment will be permitted <br /> <br />with a break in service. All members of the NETMOB board must reside within a <br /> <br />5 <br />
