In June 2002, the Texas Department of Transportation <br />(TxDOT) adopted 43 Tex. Admin. Code, 2~.01, a set of rules for the creation and operation of <br />an RMA, which now have been codified by the Legislature as Chapter 370 of the Transportation <br />Code; and, <br /> <br />WHEREAS, RMA's have the ability to undertake many types of transportation improvement <br />projects, including: turnpikes, passenger and freight rail, pedestrian and bicycle facilities, <br />Intermodal hubs, and border inspection stations; and, <br /> <br />WHEREAS, the 4-laning of SH 24 is only partially complete, despite the assistance of TxDOT <br />and the Texas Transportation Commission, and, <br /> <br />WHEREAS, a project now requires regional support and assistance to continue its development; <br />and, <br /> <br />WHEREAS, the TxDOT plan for solving mobility problems and for the faster completion of <br />transportation projects focused on 5 goals: reduce congestion, enhance safety, expand economic <br />opportunity, improve air quality, and increase the value of transportation assets, and <br /> <br />WHEREAS, the counties of Delta, Hopkins, Hunt and Lamar have embraced these five TxDOT <br />goals as common goals for transportation improvement projects including SH 24. <br /> <br />NOW THEREFORE, BE IT RESOLVED THAT DELTA COUNTY COMMISSIONERS <br />COURT: <br /> <br />1. Supports the formation of the NETMOB Regional Mobility Authority (NETMOB). <br /> <br />2. Authorizes the Delta County Judge to execute a petition to the Texas Transportation <br />Commission to form NETMOB, and that the Petition will contain all the elements <br />required by law, including: <br /> <br />· Delta County Commissioners Court Resolution <br /> <br />· Description of Proposed Priority RMA Projects <br />
