<br /> <br />MIDCONTINENT EXPRESS PIPELINE <br /> <br /> <br />January 12,2007 <br />111111.11111111111111111111.111111111111.111.11.11.111111111.1 <br /> <br />Tony Williams <br />PO Box 9037 <br />Paris TX 75461-9037 <br />Dear Stakeholder: Tony Williams <br /> <br />Midcontinent Express Pipeline LLC (MEP), a joint venture between Kinder Morgan Energy <br />Partners, L.P. and Energy Transfer Partners, L.P., proposes to construct and operate a new 500- <br />mile natural gas pipeline system extending from the southeast comer of Oklahoma, across <br />northeast Texas, northern Louisiana and Mississippi, and into Alabama (see attached map). The <br />pipeline will link clean-burning natural gas supplies from Texas, Oklahoma and Arkansas with <br />customers along the route as well as to markets in the Midwest, Northeast and Southeast <br />through interconnections with existing pipeline systems. <br /> <br />MEP will provide a number of benefits, including: <br />. Economic stimulus, providing commerce for local businesses and creating jobs during <br />the permitting, construction and operation phases; <br />. Revenues for each county and parish from local property taxes paid by MEP; <br />. More secure energy supplies through greater access to environmentally friendly, <br />domestic natural gas; and <br />. Potentially more stable energy prices through better connections between natural gas <br />supply areas and markets, and a buffer for hurricane disruptions of coastal and offshore <br />supplies. <br /> <br />The pipeline will parallel existing pipeline or electric transmission right-of-ways where <br />possible to minimize disruption to the environment, communities and landowners. MEP is <br />committed to building and operating the pipeline in a safe and environmentally sensitive <br />manner, working closely with the landowners and communities along its route. <br /> <br />To prevent confusion, we would like to emphasize that the Midcontinent Express Pipeline is a <br />distinct project from other pipelines that are proposed along various sections of our anticipated <br />route, including the Gulf Crossing pipeline in Oklahoma, Texas and Louisiana; and Gulf <br />South's East Texas to Mississippi Expansion and its Southeast Expansion in Mississippi and <br />Alabama. These projects have different owners and serve different customers. In accordance <br />with Federal Energy Regulatory Commission guidelines, and to reduce the impact to the <br />environment, the MEP project is expected to follow similar routes to parallel existing corridors <br />where possible. <br /> <br /> <br />'-,"', <br /> <br />
