Amend Section 76, "Contracts for improvements," to replace the last sentence, <br />which provides that alterations to any contract may be made when authorized by the <br />council upon recommendation of the city manager only when such alterations do not <br />increase the cost to the city more than 10 percent of the original amount of the contract, <br />replacing it with a requirement that any alteration to a contract that is approved by the <br />council upon recommendation of the city manager be made in strict compliance with <br />state law requirements regarding change orders to contracts, so that the last sentence <br />shall read: <br /> <br />Alterations in any contract may be made when authorized by the council upon <br />the written recommendation of the city manager when and only when such <br />alterations are accomplished in compliance with the requirements established <br />by state law for change orders to such contracts. <br /> <br />D For <br /> <br />D Against <br /> <br />47. Amend Section 77, "Disbursement of funds," to authorize the city council to appoint <br />alternate city officers who shall be allowed to sign or countersign city checks, vouchers <br />or warrants, and to delete outdated language, so that the section shall read: <br /> <br />All checks, vouchers, or warrants for the withdrawal of money from the city <br />depository shall be signed by the director of finance, or his deputy, and <br />countersigned by the city manager. The city council may appoint one or more <br />city officers who shall be authorized to sign or countersign in addition to or in <br />the absence of the director of finance, his deputy, or the city manager. <br /> <br />o For 0 Against <br /> <br />48. Amend Section 79, "Borrowing in anticipation of property taxes," and Section 80, <br />"Borrowing in anticipation of other revenues," to replace date references for tax <br />anticipation notes and special revenue notes to 20th Century years ("year 19 _") with <br />21 st Century years ("year 20_"), so that the relevant language of the sections shall <br />read: <br /> <br />"tax anticipation note for the year 20_" <br />and <br />"special revenue note for the year 20_" <br /> <br />D For <br /> <br />D Against <br /> <br />49. Amend Sections 84 through 92 in "Article VIII.
