<br />special meetings shall be called by the city clerk upon request of the mayor, city <br />manager or a majority of the members of the council. <br /> <br />EXPLANATION: Paris is the only city in Texas not under the Texas Open <br />Meetings act. This would bring the city and its boards and commissions fully under <br />the act, including the ability to meet in executive session for personnel matters and <br />other reasons specifically authorized under the act; deletes the specific date set for <br />newly elected council members to be sworn in and makes it compatible with state <br />law. <br /> <br />PROPOSITION 32: <br /> <br />Section 31. Rules of Procedure; Journal minutes.. <br /> <br />The council shall determine its own rules and order of business. It shall keep aD <br />indexed journal minutes and certified a1!endas of its proceedings as required by <br />state law. <br /> <br />EXPLANATION: Changes title to reflect that a journal is not kept, and specifies <br />that minutes (of open meetings) and certified agendas (of executive sessions) of its <br />proceedings are kept rather than journals. <br /> <br />PROPOSITION 33: <br /> <br />Section 34. Investigation by council. <br /> <br />The council shall have power to inquire into the conduct of any office, department, <br />agency, or officer of the city and to make investigations as to municipal affairs, and <br />for that purpose may subpoena witnesses, administer oaths, and compel the <br />production of books, papers and other evidence. Failure to obey such subpoena or to <br />produce books, papers or other evidence as ordered under the provision of this section <br />shall constitute a misdemeanor and shall be punishable by fine not to exceed ooe <br />hundred dollars $500. Each day of failure to obey such subpoena shall be <br />considered a senarate offense. <br /> <br />15 <br />
