<br />Page 3 <br />December 28, 2006 <br /> <br />CAPP's legislative agenda during the past two regular sessions advocated limitations on <br />the exercise of market power and the creation of opt-out citizen aggregation. CAPP and ST AP <br />have been the only advocates on those two important issues at the Legislature. In the last month, <br />both Representative Phil King, Chair of the House Regulated Industries Committee, and Senator <br />Troy Fraser, Chair of the Senate Business and Commerce Committee, have indicated that both <br />these issues will be before the Committees for consideration in 2007.
