Consideration of and action on an ordinance placing a 90 day moratorium on zoning for a placement of billboards within the city limits pending adoption of a new ordinance regulating such structures. 8. Consideration of and action on the following resolutions: A. Approving and authorizing the expenditure of funds for the Computer Aided Dispatch Mobile Data System for the Paris Police Department in the amount of $794,239.00. B. Approving an application for an Automobile Theft Prevention Grant, for continuation of our existing Auto Theft Task Force in the amount of $103,326.00 with $61,402.00 to be provided by the City of Paris in the form of cash and $20,100.00 in the form of in-kind services; and a new program to fund the added responsibility to the Auto Theft Prevention Authority (ATPA) of investigating burglaries of motor vehicles in the amount of $198,262.00 with no match or in-kind services from the City of Paris; and authorizing the execution of any and all documents necessary for acceptance and implementation of said grant upon notice thereof. C. Awarding the bid and authorizing the execution of a contract for the construction of Wastewater System Improvements _ Phase 2 of the Texas Department of Transportation Pine Mill Road and Loop 286 NE grade separation project to B. Bray Construction in the amount of $170,374.00. 9. Citizens Forum. (Citizens desiring to appear under this item must limit their presentation to two (2) minutes in duration. Under the Open Meetings Law, because advance notice of the subject matter of each presentation was not received in time to appear on the agenda, City Council is limited in its response to referring the matter to a future agenda, to an existing policy, or to a staff person with specific factual information.
