Proposition 65: Amend Section 149, "Amending the Charter," to clarify that <br />there are three methods by which the Charter may be amended, as provided by <br />state law, all of which require approval of the voters at an election on a uniform <br />election date, so that the first two sentences shall read: <br /> <br />Amendments to this Charter may be framed and submitted to the qualified voters of <br />the city by a charter commission in the manner proyided by law for framing and <br />submitting a new charter, or may be proposed by a majority vote of the full <br />membership of the city council, or may be proposed by a petition signed by not fewer <br /> <br />-67- <br />
