Recommendations <br />a. Although the current rates are sufficient to meet budgeted expenditures, the <br />current rates are not sufficient to meet the recommended minimum cash capital <br />outlay funding and replenishment of operating reserves. Therefore, it is <br />recommended that the City increase its water and wastewater rates by a minimum <br />of 4.0%.
