Wright, Director of Community Development <br /> <br />DESCRIPTION: <br /> <br />Consideration of and action on a resolution authorizing the submission and acceptance <br />(upon notice thereoD of a grant application to the Texas Historical Commission for a <br />Certified Local Government Grant to fund the completion and publication of Design <br />Standards for the Historic Districts of the City of Paris, and accepting the proposal of <br />Main Street Architects for completion of said Design Standards and authorizing the <br />execution of a professional services agreement. <br /> <br />BACKGROUND INFORMATION: <br /> <br />The City of Paris had previously hired a consultant to develop Design Guidelines for the <br />Downtown Historic District; however, after adoption, those Guidelines were found to be <br />extremely difficult to implement because they lacked specificity in several areas. <br />Therefore, it applied for and received funding from both the Texas Historical <br />Commission, Visionaries in Preservation Program, and the Martha, David, and Bagby <br />Lennox Foundation to develop adequate Design Standards, with no matching funds <br />being required by the City. The City originally contracted with Main Street Architects to <br />develop Guidelines for the Commercial Historic District only; however, because the City <br />would still have no guidelines for its residential districts, the Visionaries staff <br />recommended that the grant be modified to expand the project to include guidelines for <br />both districts up through a draft form. Main Street Architects has completed the draft <br />Standards and has submitted a proposal in the amount of $8,000.00 to develop the <br />Standards into final format. It is further estimated that the cost of publishing those <br />Standards to both written format and to the City's website will be $7,000.00 or less. The <br />proposed resolution would authorize the City to make application for a Certified Local <br />Government Grant in the amount of $15,000.00, with $9,000.00 to be provided by grant <br />and $6,000.00 to be provided by local cash match. <br /> <br />If the City receives the requested funded, this will be the fourth consecutive year that the <br />City has been awarded CLG funds for local historic preservation-related projects.
