Authorizing the City Manager and/or his authorized designee to obtain appraisal, survey, and to advertise for bids for the property located at 811 Bonham Street (former police and courts building), also known as Lots 3 & 4, City Block, 127, within the city limits of the City of Paris, Texas, declaring as surplus property to be sold in accordance with the laws of the State of Texas. B. Authorizing the submission of a grant application to the Texas Historical Commission for a Certified Local Government Grant to fund the completion and publication of design standards for the Historic Districts of the City of Paris. 6. Discussion of and possible action on establishing a Council Task Force to study street conditions, dilapidated housing, excessive outside storage, sanitation, and other code enforcement issues in the City of Paris. 7. Citizens Forum. (Citizens desiring to appear under this item must limit their presentation to two (2) minutes in duration. Under the Open Meetings Law, because advance notice of the subject matter of each presentation was not received in time to appear on the agenda, City Council is limited in its response to referring the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City and individual personnel appeals are not appropriate for Citizens Forum). 8. Convene in Executive Session pursuant to Sections 551.071 and 551.074 of the Texas Government Code regarding the following matters: A. Discuss names for possible appointments to the Paris Economic Development Corporation Board. B. Receive legal advice regarding retention of law firm of Lynn, Pham & Ross to represent City of Paris in Civil Service matter. 9. Reconvene in Open Session to discuss and authorize possible action regarding those matters discussed in the Executive Session. 10. Possible future agenda items.
